SBCF AD 2.20 LOCAL AERODROME REGULATIONS

1 Airport regulations

- The AD may be regularly used by any ACFT which is compatible with RCD 4E or inferior;
- Restriction to ACFT classes and types:
a. Aircraft without radio equipment;
b. Gliders;
c. ACFT WO transponder or with failure in this EQPT;
d. FLT of powered ultralights.
- Restriction to air services:
a. Object launching or pulverizing;
b. ACFT pushback operation;
c. Parachute launching;
d. Acrobatic flight.
- General Aviation Aircraft operating at SBCF shall request prior clearance from BH Airport through the BH Airport
Website. Click the BH Airport/General Aviation tab to fill out the electronic form. Upon receipt of the request, the Airport Operations Center (APOC) will send the clearance for operation to the registered e-mail. Please contact the Airport Operations Center (APOC) via e-mail: apoc@bhairport.com.br
- Non-Regular Airlines operating at SBCF shall send a Slot request message in SMA IATA format, at least 48 hours before the date of operation, to e-mail: slot@bhairport.com.br. For Slot requests with a time equal to or less than 48 hours, the Slot request message in SMA IATA format shall be sent to email: apoc@bh-airport.com.br. The approval of the Landing Request for Non-regular Airlines will be sent through the Slot approval message in SMA IATA format. Please contact the Airport Operations Center (APOC) via e-mail: apoc@bhairport.com.br

 

- The airport operator provides tie-down points at remote positions 220 to 225 for small general aviation aircraft. It is always recommended to use, especially on days with adverse weather forecasts.

2 Taxiing to and from stands

- For aircraft with a wingspan less than or equal to 14.99 m with a piston engine, Turboprop aircraft and Very Light Jets (VLJ) only, exit from parking positions 216 to 225 is allowed, even with the adjacent position occupied, by its own means with the 180-degree steering/spinning to the left of the pilot's sight. Aircraft will have to be able to exit the parking position by its lead-out.
- For aircraft with a wingspan equal to 15 m and less than 17m with a piston engine only, exit from parking positions 216 to 224 is allowed mandatorily with the adjacent position free, by its own means with a 180-degree steering/spinning to the left of the pilot's sight. Aircraft will have to be able to exit the parking position by its lead-out.
- For aircraft with a wingspan equal to or greater than 17 m, with a piston or jet engine, it is mandatory to use a push-back tractor to exit a parking position.
- All jet engine aircraft models require push-back to exit a parking position.
- For CESSNA 208 - Caravan aircraft, exit from parking positions 216 to 225 is allowed, even with the adjacent position occupied, by its own means with a 180-degree steering/spinning to the left of the pilot's sight. Aircraft will have to be able to exit the parking position by its lead-out.

3 Parking area for small aircraft (General Aviation)

- Aprons 1,2 and 3: compulsory use of pushback operation by own means to exit the PRKG PSN.

- Apron 1,2 and 3: It is compulsory to use cones on the engines and at the end of the aircraft in order to ensure adequate aircraft protection signaling.The airport operator makes the cones available through the apron inspector, but these cones must be positioned at the ends of the aircraft by the pilot himself.

4 Parking area for helicopters

There is a parking area for helicopter at Apron 2 (General Aviation), but it is not certified as Heliport.

5 Apron – taxiing during winter conditions

6 Taxiing - limitations

Turnaround of 180DEG of ACFT CAT C, D and E, only on THR.
IFR training flights, TGL, ANAC check and other FLT that may interfere with arrival and departure procedures at the AD are prohibited.
During other hours, such OPS are allowed only with prior AUTH from the respective ATS unit.

7 School and training flights – technical test flights – use of runways

Be alert for ACFT during training flight in the vicinity of the AD, but there are restrictions concerning the use of the AD.

8 Helicopter traffic – limitation

9 Removal of disabled aircraft from runways

Under the responsibility of owner or user, coordinated by AD administration.

10 Preferential Takeoff and Landing Runway System

In meteorological conditions with a tailwind component less than or equal to 7KT, the preferred take-off and landing runway will be RWY 16. Such configuration will normally be used in preference to the use of RWY 34, provided that the runway surface is dry.
When the runway in use is RWY 16 with a tailwind component, pilots who request authorization to use RWY 34 must consider that their landing or take-off may be delayed.

11 High Intensity Track Operations (HIRO)

High Intensity Runway Operations (HIRO) will apply between 09:30/12:30 UTC, 15:00/17:00 UTC and 19:00/21:00 UTC. The HIRO application time will be informed via ATIS and may be changed by ATC depending on specific demand needs. HIRO allows the reduction of runway occupation time, providing the optimization of separation between aircraft on final approach, between takeoffs and between landings and takeoffs, maximizing the use of runway capacity, minimizing the possibility of goarounds and reducing waiting time on the ground and in flight. Pilots must adjust takeoff and landing to ensure the Minimum Runway Occupancy Time (MROT). HIRO will only be activated in VMC conditions, when the runway surface condition is classified as dry and there are no adverse weather conditions at the aerodrome or in the vicinity.

11.1 Approaches and Landings

- Pilots should cumply the following speed restrictions during HIRO:

• Between 170 KT e 150 KT at 5NM to THR. The reduction for the final approach speed must be carried out after passing the 5th mile.
• Adherence to speeds assigned by ATC is mandatory.
• These speeds are applied for ATC separation purposes.
• ACFT unable to conform to these speeds should inform ATC and state what speeds can be used. In the interests of accurate spacing, pilots are requested to comply with speed adjustments as promptly as feasible within their own operational constraints, advising ATC if circumstances necessitate a change of speed for ACFT performance reasons.


- Pilots must clear the runway at the fastest speed allowed by standard operating procedures and in compliance with operational safety, allowing ATC to apply minimum separation on final approach.
- All landing aircraft must ensure that the runway has been completely cleared before coming to a complete stop. During landing, the pilot should preferably select an appropriate and feasible rapid exit taxiway (RET) in order to ensure MROT.
- Pilots must clear the runway in the taxiways indicated below or inform the Belo Horizonte Approach Control and/or Confins TWR if they are not configured to use the following taxiways:

RWY 16: Taxiway “F1'' Distance from threshold 16 to Taxiway F1 - LDA Available: 1765m

RWY 34: Taxiway “C1'' Distance from threshold 34 to Taxiway C1 - LDA Available: 2700m

12 Takeoffs

- Aircraft equipped with the DCL system must request traffic authorizations using this system.
- Pilots must be ready for departure when they reach the holding point. If not, inform the ground control.
- Alignment must be immediate as soon as authorized; - Start rolling immediately after authorized (maximum reaction time expected: 10 seconds);
- TWR CONFINS will not inform the take-off time to the ACFT. The instruction about the frequency of the next unit to be called after take-off and, if necessary, additional instructions, will be issued together with the take-off authorization.
- Only when instructed by TWR-CF, immediately make the initial call to Belo Horizonte APP after takeoff, in order to obtain instructions to clear the runway axis;
- The initial call to the APP after takeoff must be immediate and contain only the following pattern: "BELO HORIZONTE CONTROL [CALL SIGN]". Do not include any additional information to the aforementioned standard; and
- Turboprop and piston aircraft must await radar vectoring or direct clearance to a published waypoint shortly after takeoff; and
- CAT A and B aircraft must be configured to take off from the following intersections:

RWY 16: Taxiway “C1'' Distance from Taxiway C1 to threshold 34: TORA Available: 2720m

RWY 34: Taxiway “H” Distance from Taxiway H to threshold 16: TORA Available: 2987m

- In case of impossibility of taking off from the above intersections, the pilot must inform at the time of requesting the flight plan authorization. Aircraft reference code C or above may also be authorized to take off from the above intersections, upon request by the aircraft or TWR instruction.
SBCF AD 2.21 NOISE ABATEMENT PROCEDURES

Part I

Noise abatement for jet aeroplanes irrespective of weight and for propeller and turboprop aeroplanes with MTOM of or above 11,000Kg.

If theseACFTs plan to enter the controlled airspaces under the jurisdiction of BELO HORIZONTE APP (BELO HORIZONTE TMA, CONFINS CTR andt/or BELO HORIZONTE CTR), they must submit the Flight Plan.
